Centre for Studies of Tradition & Systems (CSTS) in collaboration with Mithila Angel Network is geared towards forming Citizen’s Economic Advisory Council for Mithila (CEACOM) in light of recent pronouncements made by minister Industries, Government of Bihar of plans of forming a SEZ ( Special Economic Zone) for Mithila region. We anticipate that formation of SEZ will be a game changer along with other developments happening in that region. CEACOM will act like an agent of economic-social-cultural change platform/ advocacy group for Mithila.

The Citizen’s Economic Advisory Council for Mithila would comprise of senior and respected citizens, experts in their own field, who have come together to collaborate with policy makers, administrators and governments and work out programs of change required to turn Mithila economy into a growing, positive new direction.

The Council would consist of experts from Agriculture, Finance & Banking, Health, Art, Corporate, Education, Administration, Legal, Language and Literature and Management professions with proven multi-decade experience in corporate, academics, bureaucracy amongst others. Each council member will be from Mithila- including some from the districts of Madhubani, Darbhanga, Samastipur and Muzaffarpur. The idea is that they will be able to mobilize the larger community for crowd-funding and acceptance of ideas/policies through their leadership and influence.

The aim of the Council would be to draw up a blueprint for nomination of these four districts – Madhubani, Darbhanga, Samastipur and Muzaffarpur as SEZ by the central and state government. The Council members will build a secondary community with sector specific experts and work out the liaison needed with Govt of India, Govt of Bihar, District administrations, Deptts concerned and Industrialists and Corporate leaders to build momentum for investments, movement of knowledge industries and policy synchronization. They will ensure that the three districts are not only nominated but the required investments to build the infrastructure, ecosystem, talent development, attracting the diaspora back, brand building and buzz building is done within the community and the diaspora.

The council will work out sector specific roadmaps – real estate development & financing, IT/ITES capacity and capability building, health city creation around Darbhanga AIIMS, Educational infrastructure and ecosystem to support test-preparation, world class university etc, agriculture supply chains and infra creation for the same, internet commerce and e marketplaces economy amongst others.

The council will be selected by a committee.
